It Already Happened Once, on a Smaller Scale
During the COVID-19 pandemic, officers in Kentucky recorded the license plates of churchgoers attending drive-in Easter services specifically to issue them quarantine notices. In California, paddleboarders were chased down by health authorities for being outside during lockdown. Neither state had anything close to Flock's nationwide, AI-searchable camera network at the time - they did it with far less capability than exists today.

Governors Are Drawing the Same Conclusion
Florida Governor Ron DeSantis has pointed directly to this scenario in explaining why his administration is pulling Flock cameras off state roads: "If they had had all these cameras during COVID, New York, California, Biden, they would have tried to use them to enforce lockdowns. They would have used them to enforce vax mandates, and vax passports." He added a warning about the underlying business model, saying the real money a camera company makes "is by selling your data and making a fortune off that."

A Warning From the Right, Aimed at the Right
Some conservative commentators are directing this same warning at their own political allies, arguing that supporting a mass license-plate-reader dragnet requires "total amnesia" about how quickly emergency government power can be misused - pointing to the COVID era as the clearest recent example of how fast an "emergency" justification can expand.
